The official sources disagreeThe Israeli Population and Immigration Authority publishes a detailed biometric facial-image standard covering head height, glasses, head covering and expression, which we could not retrieve. The consular pages state only size, background and "full front view". We shoot to the ICAO standard those rules derive from and confirm at your session.

Not general advice, just the specific traps in this document’s own rules.

5 x 5 cm is NOT 2 x 2 inches. Two inches is 50.8 mm, so a US-standard 2x2 is about 0.8 mm oversized on each side. US labs print 2x2 and it is usually accepted in practice, but the published requirement is metric and we cut to it.
The word "duplicate" is doing work: the consulate wants two identical prints from one frame.
Applicants must appear in person at the Israeli consulate, by appointment.
